ออกแถลงการณ์ส่วนตัว กรณีถูกปลดจากตำแหน่ง ชี้! คนที่น่าสงสารคือคณะกรรมการตัดสิน
รองอธิการบดี และผู้บริหารมหาวิทยาลัย คงเสพข่าวไม่กี่ช่องทาง ไม่เคยรับฟังความเห็นของนิสิตทั่วไป
ภายหลังจากมีคำสั่งของจุฬาลงกรณ์มหาวิทยาลัย
ที่ 0821/1565 เรื่องลงโทษตัดคะแนนความประพฤตินิสิต และมีผลให้ “เนติวิทย์
โชติภัทร์ไพศาล” ซึ่งปัจจุบันเป็นนายกสโมสรนิสิตจุฬาฯ
ต้นต้นจากการดำรงตำแหน่งโดยทันทีนั้น
วันนี้
(16 ก.พ. 65) ที่เพจเฟซบุ๊ก Netiwit Ntw ได้มีการโพตส์แถลงการณ์ส่วนตัว เกี่ยวกับกรณีดังกล่าว ความว่า

วันนี้ผมได้เข้าไปรับทราบคำสั่งของชัยพร
ภู่ประเสริฐ รองอธิการบดีจุฬาฯ ที่ได้สั่งตัดคะแนนพฤติกรรม ผมและอุปนายกคนที่ 1 ขององค์การบริหารสโมสรนิสิตจุฬาลงกรณ์มหาวิทยาลัย
(อบจ.) เนื่องจากที่ผมเชิญเพนกวิน รุ้ง และอ.ปวิน
มากล่าวต้อนรับนิสิตใหม่ในงานปฐมนิเทศ
คำสั่งนี้ทำให้ผมหมดคุณสมบัติที่จะดำรงตำแหน่งนายกสโมสรนิสิตจุฬาฯ โดยทันที
หรืออีกนัยคือ ผมถูกผู้บริหารมหาวิทยาลัยก่อรัฐประหารแล้ว
พวกเขาไม่สนใจไยดีคะแนนเสียงนิสิตมากกว่าหมื่นคนที่เลือกผมเข้ามาทำหน้าที่นี้
แสดงให้เห็นชัดเจนว่าผู้บริหารมหาวิทยาลัยอันทรงเกียรตินี้ไม่เคารพหลักการเสรีภาพและประชาธิปไตย
อันที่จริง
ผลลัพธ์นี้มิใช่เรื่องน่าประหลาดใจนัก
ใครก็ตามที่กล้าพอจะมีกระดูกสันหลังในสังคมซึ่งนิยมการหมอบคลานนี้ก็ต้องถูกผู้มีอำนาจข่มเหงอยู่แล้ว
เรื่องน่าอัปยศก็คือ ผู้บริหารมหาวิทยาลัยกลับมิได้อยู่ฝ่ายคนที่ต่อสู้เพื่อเสรีภาพประชาธิปไตยและมิได้มีจุดยืนอยู่ข้างพุทธิปัญญา
หากแต่เชื่อฟังและโอนอ่อนผ่อนตามอำนาจนำของฝ่ายเผด็จการ
อนึ่ง
ชัยพร ภู่ประเสริฐ
รองอธิการบดีที่เซ็นคำสั่งลงโทษผมเป็นคนเดียวกับประธานคณะกรรมการตัดสินลงโทษผมและเพื่อนๆ
ให้หลุดออกจากตำแหน่งประธานสภานิสิตในปี 2017 จนผมฟ้องศาลปกครองชนะจึงได้รับคะแนนกลับมาลงเลือกตั้งอีกครั้ง
การที่เขาและพรรคพวกจะปลดผมอีกครั้งไม่ใช่เรื่องผิดคาด
แต่เรื่องที่ผมผิดคาดอย่างเดียวคือ
ปีการศึกษานี้เป็นที่ยากลำบากที่สุด จากโรคระบาดโควิดทำให้สังคมแทบทุกด้านย่ำแย่
ในจุฬาลงกรณ์มหาวิทยาลัย มีนิสิตอย่างน้อย 8 คนเสียชีวิตจากการฆ่าตัวตายจากปัญหาสุขภาพจิต
และมีนิสิตอีก 30 คนอาจจะถูกรีไทร์เพราะการเรียนออนไลน์
แม้ว่าครอบครัวทุกคนได้รับผลกระทบจากเศรษฐกิจที่ย่ำแย่
มหาวิทยาลัยกลับลดค่าเทอมให้เพียงร้อยละ 10 ทั้งกิจกรรมต่างๆก็ถูกห้ามจัด
แทนที่มหาวิทยาลัยจะใช้ “ยุทธศาสตร์” แก้ไขปัญหาเหล่านี้อย่างจริงจังและเป็นระบบ
ผู้บริหารกลับใจเท่าหางอึ่ง เดือดร้อนใจอย่างหนักกับการที่เพนกวิ้น
บอกว่านิสิตก็เป็นเจ้าของมหาวิทยาลัยไม่น้อยไปกว่าผู้บริหาร
ชูนิ้วกลางท้าทายขึ้นมาในวิดีทัศน์ปฐมนิเทศ
ถึงกับรีบร้อนและจริงจังตั้งคณะกรรมการสอบสวนหาความผิดผมและอุปนายกคนที่1 ที่จัดงานนี้ ตั้งใจทำให้ผมหลุดออกจากตำแหน่งนายกสโมสรนิสิตให้ได้
ตัวผมนั้นไม่ได้ติดใจเรื่องตำแหน่ง
เพราะตำแหน่งไม่ใช่เรื่องหลัก ก่อนหน้าจะมีตำแหน่ง ผมก็ต่อสู้เพื่อสิทธิเสรีภาพในมหาวิทยาลัยและชุมชนรอบๆ
มาโดยตลอด ผมสนุกและดีใจที่ได้รับใช้เพื่อนนิสิต พยายามหาโครงการต่างๆ
ทำให้สังคมของเราดีขึ้น (แน่นอนว่า บางโครงการมหาวิทยาลัยก็คงรับไปเป็นผลงานของตน)
ถึงผมไม่ได้มีตำแหน่งแล้ว แต่จะไม่ทอดทิ้งเสียงหมื่นเสียงที่ไว้วางใจ
ผมยังคงสนับสนุนเสรีภาพในการแสดงออกอย่างเต็มที่
ซึ่งรวมถึงเสรีภาพในการไม่เห็นด้วย เสียดสี ด่าว่า ชูนิ้วกลางใส่
หรือถือป้ายประท้วง ผู้มีอำนาจ ไม่ว่ารัฐบาล
ผู้บริหารมหาวิทยาลัยควรจะต้องอดทนยอมรับได้
การกระทำของผู้บริหารในครั้งนี้เป็นการลดคุณค่าเสรีภาพ จำกัดระดับการวิพากษ์วิจารณ์ให้อยู่ในระดับที่ตัวเองพึงพอใจเท่านั้น
แสดงออกถึงความอ่อนแอทางศีลธรรม ไม่ต่างกับผู้นำประเทศคนปัจจุบัน
คนที่น่าสงสารที่สุดจึงไม่ใช่ตัวผม
แต่คือบรรดาคณะกรรมการตัดสิน ตัวรองอธิการบดี และผู้บริหารมหาวิทยาลัยต่างหาก
พวกเขามองได้แต่ระยะสั้นและคงเสพข่าวสารไม่กี่ช่องทาง
ทั้งไม่เคยรับฟังความเห็นของนิสิตทั่วๆไป
จึงเห็นว่ามหาวิทยาลัยเสียชื่อเสียงเพราะผม โดยไม่รู้ตัว
พวกเขาต่างหากได้สร้างประวัติศาสตร์บาดแผลให้มหาวิทยาลัยและครอบครัวพวกเขาเอง
(โดยที่ไม่มีใครสามารถตัดคะแนนพฤติกรรมพวกเขาได้!) อนุชนคนรุ่นหลังจะยิ้มเย้ยความเอาจริงเอาจังของผู้ใหญ่ในวันนี้อย่างขบขันแกมสมเพช
พวกเขาคิดไม่ถึงว่ามีการตัดคะแนนเช่นว่านี้เกิดขึ้น ดังที่
ในปัจจุบันนี้คงไม่มีใครคิดแล้วว่ากรณีโยนบก จิตร ภูมิศักดิ์ เป็นเรื่องชอบธรรม
และทุกวันนี้ผู้กระทำผิดทางศีลธรรมในวันนั้นต่างถูกประณามอย่างสาสม
ผมเชื่อเหมือนคนไทยจำนวนมากว่า
เรากำลังได้รับความไม่เป็นธรรมอยู่ เพียงเพราะเรากล้าพูดความจริง
และเรียกร้องเสรีภาพประชาธิปไตย เราต่างทุกข์ทรมานกันมาไม่น้อย
แต่เราก็เชื่อว่าเราอยู่ในฝ่ายถูกต้องของประวัติศาสตร์ ในไม่ช้า
ความอยุติธรรมที่เราได้รับจะถูกชำระล้าง และบุปผชาติแห่งเสรีประชาธิปไตยจะกลับมาผลิบานอีกครั้ง
ปัจฉิมลิขิต: งานสุดท้ายที่ผมภูมิใจก่อนถูกไล่ออกจากตำแหน่งคือ การก่อตั้ง ฝ่ายส่งเสริมสิทธิฯ SGCU ฝ่ายส่งเสริมมนุษยธรรมและสิทธิมนุษยชนสากล ขององค์การบริหารสโมสรนิสิตจุฬาฯ ผมต้องการสนับสนุนให้นิสิตมีบทบาทส่วนร่วมช่วยเหลือคนที่เดือดร้อนจากการถูกละเมิดสิทธิโดยไม่จำกัดเชื้อชาติ เมื่อวานเราไปร่วมชุมนุมเป็นกำลังให้พี่น้องชาวยูเครนจากการถูกรุกรานโดยรัสเซีย ตอนนี้พวกเรากำลังทำแคมเปญระดมทุนค่าอาหารและยาให้พี่น้องชาวพม่าที่อยู่ในค่ายผู้ลี้ภัยในประเทศไทย ผมอยากเชิญชวนทุกๆคนให้ร่วมสนับสนุนกิจกรรมนี้ แม้ความทุกข์ที่ผมได้รับดูน่าเจ็บปวดอยู่บ้าง แต่ไม่เท่าความอยุติธรรมที่ประชาชนชาวพม่า ยูเครน และที่อื่นๆ กำลังเผชิญ

Today,
I went to the campus to be notified of an order signed by Chaiyaporn Puprasert,
Vice President of Chulalongkorn University, which deducted the merit points of
myself and the First Vice President of Student Government of Chulalongkorn
University (SGCU). The punishment was due to the fact that I had invited Parit
Chiwarak (Penguin), Panusaya Sithijirawattanakul (Rung), and Professor Pavin
Chachavalpongpun to give welcoming speech to freshmen during the Orientation.
This order immediately disqualifies me from the office of the President of
SGCU. In other words, I was ousted from office by a coup d’état from the
University’s administrators. The administrators of this prestigious University
do not care about more than ten thousand students who had voted me into office.
It is clear that these administrators do not respect neither principles of
liberty nor democratic principles.
In
fact, this result is not surprising. Anyone who has enough bravery to be
upright in the society where prostration is preferred is to be persecuted by
the powerful. What is shameful is that the University’s administrators do not
stand for those who fight for liberty, democracy, and intellectualism, but
instead they are obedient and submissive to the power of the authoritarian regime.
Furthermore,
Chaiyaporn Puprasert, the Vice President who signed the punishment order, is
also the President of the Discipline Committee who had dismissed me and my
friends from the office in the Student Council of Chulalongkorn University back
in 2017. After that, I brought the case to the Administrative Court. I regained
the merit points to be qualified in the election after I had won the case. It
was not unexpected that he and his associates would disqualify me again.
But
there is only one thing that is unexpected for me. This academic year is the
most difficult yet. The pandemic adversely affects the society in every way. In
Chulalongkorn University, at least 8 students have committed suicide from
mental problems, and around 30 students might be dismissed because of
difficulties in online learning. Although the current economic depression has
deep impacts on every family, the University reduces tuition fees only by 10%.
Student activities are also not allowed to be organized. Instead of deploying “strategies”
to solve these problems seriously and systematically, the University
administrator got a yellow streak down their backs. They became anxious Penguin
said that the University belonged to the freshmen no less than to the
University administrators and held his middle finger up in his welcoming speech
video. They were so distressed that they quickly set up the Discipline
Committee to bring charges against me and the First Vice President and
seriously find a way to remove me from the office of President of Student
Government.
Personally,
I do not care about being removed from office because it is not my main
concern. Before I came into office, I had always fought for rights and freedom
in the campus and in communities around the University. I am glad and enjoy
having served fellow students and coming up with projects to improve our
society (of course, some projects were claimed by the University as their own).
Although I am no longer in the office, I will not abandon more than ten
thousand voters who trusted in me.
I
still support fully many kinds of freedom of expression, including freedom to
disagree, freedom of satire, and freedom to offend (giving middle finger and
holding up protest banner). The people in power, whether they be the government
or University administrators, should tolerate these freedoms. This action by
University administrators undermines liberty, limiting criticism to the degree
with which they are pleased. It shows the same moral weakness as that of the
current head of the government.
Hence,
I am not at all the most miserable person, but the Vice President and the
University adminstration are. They are short-sighted people who might consume
only a few media and never listen to opinions of students. These led them to
unknowingly believe that the University was dishonored because of me. But they
are the ones who to create traumatic history to the university and their family
(and without anyone to deduct their merit points!) The future generations will
sneer at seriousness of the adults in the present day. The posterity will find
such deduction of merit points unthinkable in the same way that nobody in the
present thinks the act of throwing Chit Phumisak off the stage in Chulalongkorn
University Auditorium was justified. Nowadays, those who committed moral
transgressions in the past were condemned as they deserved to be.
I
believe, like many other Thais, that we are receiving injustice only because we
dare to speak the truth and demand for democracy and liberty. We have faced a
lot of misery, but we believe we are on the right side of the history. Soon,
the injustice that we are receiving will be eliminated, and the flowers of
democracy and liberty will bloom once again.
P S. My last project, which I am proud of, before being dismissed from office is the establishment of SGCU’s Division of Humanitarian and Human Rights Affairs ฝ่ายส่งเสริมสิทธิฯ SGCU. I want to encourage students to participate in helping people whose rights are being violated, no matter what ethnicity they belong to. Yesterday, we went to the anti-Russian invation protest to show support to Ukrainian people. Currently, we are doing a fundraising campaign to donate food and medicine to refugees from Myanmar living in refugee camps in Thailand. I want to invite everyone to supporting this campaign. Lastly, although the misery I have experienced might look painful, it is not comparable to the injustice that people in Myanmar, Ukraine, and elsewhere are receiving.
